Never had a data plan (unless email only counts) and my BBmessenger has always worked, even with new OS download, service books pushed, reboots, etc. What I did discover is that without a data plan, certain service books can not be sent to you, even if you had them with the original OS. In my case, AIM. I can probably do as you suggested and add the data plan, but it's not that deep for me to have AIM.
