preverify.exe is a command line application installed with the JDE.
use it to verify the ksoap jar-file.
you don't have to add a library project, it should work to import the jar in properties/build/imported jars.
you have to build a cod-file and install it on the device then - but you don't reinstall the whole ksoap stuff again each time.
