How do I know if it is up and running properly?
Add a user to the BES and see if they work ...

Outside of that you could try executing:

bbsrptest.exe and IEMSTest.exe (and picking a user in the GAL)

Other stuff you may need to know the User was BIS and then moved to BES, the BB was wiped and it receives a you are now on teh wireless network message, however all that happens when I add the user is I get a user initialising in the BES admin, interestingly the user just sat in teh deleting user optin for 24 hours when I tried deleting the account and doing it again.
Check to make sure the user has an Enterprise BlackBerry Data plan on her / his device.
