I fly corporate and we never ask our people to turn off their phones. I even leave mine on. On longer trips I turn the wireless radio off so I don't run my battery down.

For the airlines, you need to turn off the wireless radio and then turn the device off until they tell you you can turn electronic devices back on. Then once you turn it on, you have to leave the wireless radio off (airplane mode.)
