I think by "boot" he means "reset" and there are two kinds of resets.

Soft Reset: Simply pull out the battery for 30 seconds and put it back in. The phone is designed so that when battery power is lost, it will recycle the memory and run a security test to ensure the cpu hasnt corrupted. This is a normal fix for freezes and when the phone starts acting up.

Hard Reset: In simple terms, it means reflashing the phones software. Sometimes programs that were installed or uninstalled corrupt system files or put/add/leave files that confuse the cpu and it will corrupt the whole device. This can be a lengthy process to do and takes about 45 mins to complete. You would need desktop manager and the new OS software. If you are on a BES then you need to get with your IT group and have them reflash the phone.
