I have to agree with you 100% on the issue of whether a student should be using a phone in class, but keeping it out of sight isn't an option when it's against policy. The issue is the camera, student privacy, and the school's liability in protecting the latter. I would imagine being caught with a camera on school property would result in a suspension, so it's just not worth the risk.
There is always the option of deleting the camera software (I know that's possible because I did it accidently when I first got the phone :>), and using a case that covers the lens. That would be a lot cheaper than buying a new phone.
