Agreed, backup/restore/EA is messy.
I tend to just wipe then EA, and my users live with the limited pre-pop. If they REALLY kick up a fuss I will use the "swap handheld wizard" now that it exists, but prior to that I just told them there was no way round the pre-pop limit.
