Remove Desktop Manager (DM) 4.3 and install Desktop Manager v4.2, SP 2. See if that helps.

- remove DM 4.3
- load DM 4.2
- reinstall the Handheld OS for the 8830
- Remove vendor.xml (again)
- Restart Desktop Manager
