I have checked the security options - firewall is disabled and none of the boxes are checked.

I have also rebooted many times, I have even re installed the OS.

I have compared the device settings to a friends device - he is on the same carrier - and all seems correct.

Is it possible that this is a fault?
Seems strange that all works except that.
