When I called my provider to add data I had the same problem. After I finally got through to Tech Support for BlackBerry, the guy told me the customer service person added the data plan for what amounts to a PDA phone, not the BlackBerry plan. I'd call your provider and make sure that your provider added the correct package to your line.
