Can anyone tell me how to configure iskoot to dial a portuguese to make calls.

I think there is no way to do that! it is not posible to have true VOIP on BB for now! iskoot calls that number in USA and than reroute the call! might be cheaper if you live in USA but for us in europe ,hmmm

I have just installed this application recently, and when I dial the test call, it calls a UK number for me which is what I need, so there must be some setting that is incorrect in your installation.
I'd suggest re-installing and see if there are options to select your home location
