I'm trying to find a bit a software that can solve the following problem without having to write something. I did look at the blackberry development kit and well ... not worth it.

I need to request a webpage which has a single simple response. (on/off)

If it is off I want to use a profile to notify me such as vibrate or a ringer.

Anything like that already out there?

Moved to Aftermarket Software where you are more likely to get replies.

Not that I am aware of but I understand how it could be useful to some - including to me as I am in IT and monitor a number of websites to ensure the HTTP services are running.
