Default Tether, PagePlus, Verizon

With the Blackberry desktop manager, there is a feature that gives a user's pc Internet access using a USB connected wireless handset. I have setup a few of these for fellow employees on Verizon -- worked great.

But my own phone being on PagePlus(Verizon), I can connect but I'm routed to a Verizon web page offering to sell a verizon data package for $20/Mon. I have 100MB of data on my PPC plan.
The bowser I use in my BB is Not redirected to the VZW data plan page though.

Does anyone know if the Tether app will solve this problem?
Must the handset be unlocked or not?
