my friend has a 7130e, and is not able to get a connection to the server on BB Weather.

Is your friend using a BES? If not has your friend put in the TCP connection information - there is a very good sticky thread FAQ which explains how to get all of the TCP based apps running on a BlackBerry that isn't on BES.
