I have the same problem with my BB 8700, you can't change it because of the IT policies. The blank policy.bin doesn't solve the problem
Eveywhere I read that's because of the BES restrictions BUT I'm on BIS and my phone was never on a BES so why I have this IT policy??

You will never be able to change it. In 4.0 you could use KB Event injection without any issues. In 4.1+ this is now disabled and is called a security feature. It can be enabled by a BES IT Policy though.

I have the same problem...

I hear that you have to fix this by getting back onto BES (you might be able to use a very co-operative BES hosting service), to get this fixed by the BES administrator. Unfortuntaely this seems the only way -- it's a security feature.
