Default Locking Off Functionality

I have been searching for an application to lock off certain functions within the BlackBerry handheld software. I have over a hundred truck drivers that receive their dispatches via BlackBerry. My problem is, how do I secure off certain functions so they can't mess around with them? As part of our resource management we also use the GPS function, but how do I secure off the "Options" section so they can't turn the GPS off? Telling them NOT to change settings is like giving a kid a lolly-pop and telling them not to lick it.... they're going to do it. Does anyone have any suggestions?

If you have a BES server you can apply an IT policy to the devices. Unfortunatlly, I don't think any policies apply to GPS.

I do have a BES but RIM has said there is no way to lock users out of functions. The only suggestion they had was to hide the icons. Unfortunately it only took one cell phone dealer to show the driver how to unhide the icons.
