does this dock have a port to plug in USB cable/charger or is it just a holder?

Some sites say one thing, and some say another, I am hopin someone might have it and be able to tell me.

Just a holder. The 6700/7700 series cradles have the charger built in. THe 7200 series, including the 7250, use just a holder.

Doesn't the holder have the magnet in though, so the BlackBerry knows it's in the holder? Because there's policies that can be based on whether the BlackBerry is cradled in the holder.

No. The holder doesn't have a magnet. The BES can tell whether the BB is connect via the USB or serial cable or cradle. There is no magnet. You can buy a cable for 6700 and 7700 series and not use the cradle at all.
