unlocked BB8700g, can't call out??

purchased a suncom 8700g and had it unlocked to use on T-mobile. I can receive calls with the radio on, but can't make calls out. I get "cannot connect +number" what needs to happen to make outgoing calls? I've searched but found no info.

Usually there is nothing to do. Did you buy the device used?

Yep, it was used with the suncom provider previously.
