7100i Won't Vibrate Only

For some reason when I press the number sign to have my BB go on silent, it still rings. Can anyone help me with this matter?

Do you mean rings, or gives a tone as you dial?

you cannot turn off the dialing tones, even in silent mode.

I mean it still rings when I receive a call. Not like the regular ring (when NOT in silent mode) but still an audible ring.
