I'm having this exact problem:

I have a 7130c on AT&T.
When I take the battery out, the task icon goes away.
The problem is, is that I like using the tasks, and use them almost every day.
Every once in a while, the issue comes back again.
So, while I can fix it when it happens, I'm getting sick of having to reset my blackberry all the time.
Anyone know what could be causing this? It only started recently, and I've had my BB over a year. Could it possibly be from some other app I have installed?
