Welcome to the forums.

First off (just to confirm) do you have a Blackberry Data Plan? If so, did you call and have ANY changes made to your account?

no i havent done anything to my plan yet, i really dont no much about the blackberry just got it. i saw it has handango, which all i really want is the weather, but i cant get connected to the internet to get an account, so i am guessing i need to get a data plan to do anything.

yes, you need the blackberry data plan to get rid of that message. there is a personal and a Business/Corporate plan. if you are not connecting to a Blackberry Enterprise Server (BES) then you need the personal plan

Wait a second.....it didn't have 'data connection refused' yesterday and now it does? How long have you had this device and where did you get it?

Pardon me for being suspicous, but this is usually what happens when someone reports their device lost or stolen....the data plan gets cut off by the carrier.

You should contact AT&T/Cingular and make sure the device hasn't been reported lost or stolen. The data connection refused doesn't happen by simply removing the battery.

EDIT: Here are some helpful tips for buying a BB off eBay:

Wirelessly posted (My blond BlackBerry)

Yes. Give them the IMEI number of the phone. If it was reported lost or stolen, you will have to go back to the seller to recoup your money.

Good luck.

So I got a phone on eBay in the mail today and i powered up with my sim card ( I have T mobile by the way) and it says Data Connection Refused on the top right of the screen. I tried to make a call and all it says is CALL FAILED. I sat on the phone with t mobile for an hour going through all the scenarios to fix it and they told me it wasn't going to work, could some one help me please :?
