Problem on sending/reciving/address lookup

Dear All,
This is my 1st post. we have a majour problem on our bb infrastructure.
we cant send/recieve email after activation comeleted and even address lookup dosent work.its only for few user not for all.
some time it works for few minuts and stop working.
we have checked with our server team and our service provider but seems PIN message is working without any problem.

please let me know if any one has any solution for this.,
