Why can't I send an MMS sometimes?

Every time I try to send a picture to one of my friends it results in "Failed to send message."

I never have this issue with others, and he receives fine from others.

I've tried sending smaller files as well, 48kb failed.

Any ideas? I'm not sure if the problem is on my end, his end, or in the middle.
