7100t Caps Lock?

I'm trying to get the Caps lock to work on my 7100t and I can't. The manual, and some other site, say that Alt-Shift would do Caps Lock but I get the # sign (which is the appropriate character for Alt-Cap, by the way). The Num Lock with Cap-Alt works fine, but not the Caps Lock.

Anybody know what I'm doing wrong?

The manual says shift-alt does NUM lock, not caps lock. No caps-lock is one of the software weaknesses of our 7100s.
