If I was to somehow get my hands on a T-Mobile Germany Bold and have it unlocked, could I use it here in the states? A family member is stationed over there and I think I want him to buy/ship me one.

Yes, unless RIM were to lock down the PIN for use in the US, as has been rumored they might do, until the ATT version is offered here. There are a few posts about that on the forum here, not thoroughly substantiated, however.

Your TMo-Germany Bold will have a QWERTZ keyboard vs the English standard QWERTY keyboard, where the Z takes the place of the Y on the keyboard.

RIM doesn't block the PINs. Devices from Germany come unlocked out of the box, so there is no need to unlock them.
The attached picture shows the difference between QWERTZ (German) and QWERTY (English) keyboard layout. The Y and Z keys are switched and instead of the $ sign the German keyboard has a € sign, but you are still able to type the $ sign as this key can be configured.

You can but pressing Y on the switched out keyboard will still display a Z on the screen as this is in the firmware of the device and can't be changed AFAIK.

there is no Bold that has been released or has been confirmed to be coming out with the T-mobile USA 1700 3G band.

so does it not have UMA/wifi either? my thought is you can't miss what you never had (3g) so thats not important to me.

Wifi will work, but I am not sure about UMA.

UMA isn't available on the first string of Bold's.
