OS v4.1, where?

I often seen the subject OS v4.1. Is it really out there? The highest I've seen so far from the carriers are v4.02*

Again, Desktop Manager 4.1 is out. Handheld (BlackBerry) v4.1 is NOT OUT YET for any device besides the 7100i.
