Porting contacts from Outlook to 8830

I'm trying to activate a new phone on a BES server and it goes to about 65% then stalls and never finishes. It appears to always stall trying to sync the contacts. Everything else works it just won't sync the contacts.
My question is how can I import his contacts from Outlook to the phone manually?
Since this is a BES server and wireless sync is enabled I can't sync the contacts off of the Desktop Manager.
I've attempted to disable wiresless sync fr this user on the server and the phone and was still unable to get the contact sync to work from desktop manager.
Any ideas are greatly appreciated.

How long has the activation run?

I had a user with over 7k Calendar appts and 3k Contacts.. His activation ran for a WHILE!

What steps have you taken so far?

The vitals are BES server 4.14
He has 432 contacts
The device will sit at 56% done for days
We've gone through the delete user wipe re activate 5 or 6 times.

Try a battery pull after the activation hangs.

And the user has a full data connection?
