So yeah.. I got my Bold stolen and my friend gave me a 8700r but its A BES?
And i was wondering if could use that blackberry until I Get my bold back

Yes you can, just reset the device and then set it up for your account. Also have your friend remove the device from the BES server and you're good to go.

That sounds to me like it is locked to a different carrier. Is it a Rogers branded device with a Rogers SIM?

yeah it is a Rogers phone and a rogers Sim card

Actually, wipe the device. A reset on a BB does not affect data. Also ensure that any IT policy is removed, if applicable.
