If you re referring to network lock, go to FAQs, especially "General Device FAQs"

Horizon Wireless Online (one of our Forum sponsors) can unlock it for you. Not sure of the cost however.

Some carriers will also do it if you have been a customer for some period of time and you have a good payment record.
