Upgrade BlackBerry firmware

Good day,

I have BES with Exchange. My carrier is Bell mobility. I tried to upgrade my firmware from 4.2 to 4.5 and i cant, because apparently i have to upgrade via my carrier, and cannot do so via DEsktop Manager or Over The Air..

Is there a way to bypass Bell and upgrade my phone?

What happens when you attempt to upgrade? Any error messages?

Could the BES be preventing the manual upgrades?
Would the BES administrator need to do these?

My BES won't let me upgrade through the website or OTA I have to use DM.
