Or is it just the phone? I guess what I am getting at is will the browser be just as good on the 9000 if updated to 5.0?

Its the same browser.
It hasnt changed regardless of OS at this point.
RIM are in production (as it were) of a new browser, with tabbed browsing etc, but its not yet available, and unknown when it will be.

What does "so good" mean? If you're referring to speed it could be the hardware in the 9700. Pretty much everything else is the software.

I was under the impression that the 9700 has full html browsing while the 9000 does not. Is this false? And how much faster is the speed on the 9700 browser?

The 9000 does has full html browsing.
i.e. you can visit a full webpage and be shown it.

Sometimes some websites recognise you are on a mobile and default to showing their mobile version, but you can still get to their full site like you would see in IE or firefox etc.
