I BES IT policy requires encryption of the media card. Roxio Media Manager is crashing on my PC, no matter what I try.

The file on the media card is not tied to the device as I can open them in other device as long as I have the password.

My question is: since I have the password, is there any software that allows me to open these encrypted file on PC?

nope, they are only viewable on a blackberry

That makes no sense. Encryption is independent of device -- I can put the card into another BB and reads it there. The protection is non-existent if you have the password.

Exactly. The protection is specific to blackberries. Any blackberry.
So you can transfer to a new blackberry if you other one dies, or gets dropped and stops working etc.

Why not just put it in another device and email them to yourself?

Their of 2 methods of encryption, obviously yours was not set to the device or else that would be it. I'd be a bit grateful it was set to password-encryption instead of device.

As Steve086 suggests, email them. I also have a BES lock on media and email things from the card all the time. Works.
