I just received this through my BBM. I am sure that it is a bogus message as the language use seems to be that of someone still in school.
I am wondering though if anyone else had received it, and if RIM would really communicate in this manner to its users.
Here is the message:

We need our active users to re-send this message to everyone on your contact list inorder to confirm our active users that use BlackBerry Messenger, if you do not send this message to all your BlackBerry Messenger contacts then your account will remain inactive with the consequence of losing all your contacts.
