changing default settings

hi all - new user trying to change the default location to be able to search news, weather, etc. for our area. right now, the phone is defaulting to NY, and while it's a nice enough city, it doesn't help us in NC!

can someone please advise how to change the default settings?

there is no default location in the OS.

what app are we talking about?

Under Date/Time in Settings you can choose the timezone, but individual cities are often handled by the individual apps themselves.
