Emergency Contact List App and MDS 403 message

I am testing out the Emergency Contact List App and when I run the command 'run channel simulatoremail.txt xyzlist.xls' I get the response:

Contactong BES for 2100000a - MDS responded with HTTP-403: Forbidden

Anyone know how to fix this?

I am on BES 4.1.6

I can successfully connect to htp://localhost:8080

Rim has no info but it looks like your IT policy or your access is restricted to the web site your trying to go to.
