Does 9780(os 6) work without a bb plan?

I have inquired about getting the 9780 but i want it with a generic data plan. The salesman i talked to said that, os 6 cannot work without a bb plan. Is this true?
And, if os 6 does work without a bb plan, what kind of apps(3rd party) can i use?

It will work, but you won't have full use of the device. Why pay for something that you cannot fully use. See the link that Rambo posted.
