SMS message & e-mail message

For one of my users, they are recieving an sms message and an e-mail message every time an e-mail is sent to them. It is only happening when he receives an e-mail from someone outside our company. When a user within in the company sends him an e-mail, he only receives the e-mail, and not the SMS message. Also, I have verified that he does not have any desktop redirection loaded, and that there are no rules set up in his Outlook to cause this. Has anyone ever run across this same thing?
