My 8700G is only one month old, and was never on BES.

Does this looks like an IT policy? It is under OPTIONS>SERCURITY OPTIONS>GENERAL SETTINGS.

no - if you had an IT policy it would state "IT policy" and say something like "default" to the right of it

It looks to me to be related to a digital signature or encryption certificate. Have you installed either of these?

No, only thing install are bbtoday, bbcorrector, bblight, bbreply, berry messenger, berry411, google talk, google map, OZ messenger.

Are this related to google talk, it has the word GTALK under service.
