I just wiped and restored my 7290 cingular device, and on startup it says...

Does it run after it boots?
That may be the message in the Owner display. It can be set to anything.
look in the setting for the Owner line.

When I check Options > Owner, the two text fields are empty.

I only see this message when I do a hard restart and have not unlocked the device yet since restart. After that, it goes away until the next hard boot.

did you buy it from ebay or get it at some trade show or somthing? maybe it was stolen at one point?

Did you ever happen to use a default policy file to remove another one? If so, this is the default text for the Owner information for the legacy policy file creator.

This happened to a friend of mine as well. If you recently purchased this device second hand or through ebay, you should call the BlackBerry help desk at RIM. On wiping and re-registering, the RIM BlackBerry computer system could have recognized the PIN and pushed the information to the device. It could be a stolen device and they may have a stolen device PIN registry.

Strange, now the device asks me to change the password every week! Eeek!

Thanks for all the replies. I purchased the handheld from Cingular directly. Guess RIM support is the next call I'm gonna make.
