mp3 ringtone to phone via usb cable? can it be done?

I'm getting different messages on this... some say it can... others say it can't. I've got a 10 second clip of a song on my computer (mp3) i'd like to use as a ringtone... i don't have a data plan so i'm curious if i can get this on my phone and use it as a ringtone?

From what I've read here and other places it can only be done via the web and not by a usb cable
