If I purchased a Cingular 8800, say from eaccess.com, without any service, unlocked it and took it back home to use in Belgium, would RIM in Europe repair it if necessary? Under the warranty and after.

No. Any warranty for a BB is provided by the carrier which it was manufactured for (In this case, Cingular.), and Cingular will not honor any warranty if you don't have a service plan with them. That's one of the risks of unlocking the device to exclusively use on another carrier.
