If you are out of N America and have local 1800 numbers, try this setting:
Phone > Options > Smart Dialing > Country Code (select "Unknown")
In Singapore, I have been calling local 1800 numbers and speaking to N American tow truck operators and call centres. Tech support had suggested +65 (Singapore) for Country Code. That was the original setting and did not work. No one tried replicating what I was going through :x .
May be useful for others outside of N America.
