I would like to create the same footer for all users in BES. Is there a simple way to do this?

Good Question, as far as I know each user needs to be done individually and wildcards can't be used, can be quite a painful job

I believe BES 4.1 has options for appended and pre-appended disclaimers. It's a global setting and you have the option for forcing the same one for all users or letting the user set one override yours.

Download the BES Policy Reference Guide and search for Disclaimer. You'll find info on prepending text and also adding signatures.
