Question Disable Wired software installation policy issue

Good afternoon,
I am a bit stumped in figuring out why our BES policy won't work.
We are running 4.1.4. I saw the set up on the FAQ site, and we have the same choice set up.
Current configuration settings to disable wired installation of software:

Desktop-Only items Show application loader False
Security Policy Group Disallow Third Party Application Download True
- Desktop Backup No databases
- Disable Media Manager True

Desktop Policy Group - Desktop Allow Desktop Add-Ins False
- Disable Media Manager True

We are testing to implement this enterprise wide. I am testing with my device and am still able to see the App loader in the desktop software, and install the software if I chose.
Any insight regarding this would be appreciated.
