Yes. They can all use it regardless of operator, provided they are all on the Enterprise plan - communication goes from BES to RIM to the relevant mobile network operator and from there to the device. Whilst there are benefits in putting all devices on the same network, especially if calling each other, then they can function if on different networks. We have several customers with mixed networks, largely to solve local coverage issues (often the MD's house)

YES YES YES. 50% of any activation issues you have will be that the operator won't have upgraded the subscription correctly.

Yes this is easy, no it doesn't involve the operator. Simply disable existing user, wipe the device on old BES. Re-activate as a new device on the new BES. No operator contact/knowledge required, provided SIM card is on the BES plan.
