I would like to create a policy to enable 2 options under Browser Configuration. One is "Support HTML Tables" and the other is "Use Foreground And Background Colors"

I found the policy settings, but I don't see either of these as options to set. I'm on 4.1.4

Any thoughts?

Where did you find the policy settings? I can't find it in the Policy Reference Guide ... which would mean this cannot be set via IT Policy.
