Question: How can I generate a report on the list of IT Policies and their associated values configured for a BES?

I think this question have been asked multipe times and the answer is no - we cannot do so in any current version of BES.

Does anybody know if a 3rd party tool to do so?

Yes absolutely you can do this with 4.0 right out of the BES manager and with 4.1 you can use the BESUserAdminService (with version 4.1.2 and above)

You'll have to know the policy names (I'm sure this can be parsed using the "-list -it_policies" option, but that's too much work for me). Anyhow, here's the command (-b can be used to specify a server; see User Guide for more options).

besuseradminclient -list -it_policy_rules -p password -it_policy Default

It will return the following:
