Default Disable Wireless Backup...?

Maybe I'm overlooking this, but is there a global setting to disable the wireless backup functionality? I don't really care to have it enabled (it errors more often than it succeeds), but I cannot, for the life of me, find where to disable this on a global level so that new users don't have to be manually unchecked.

The setting is under PIM Sync, and listed as "Enable this user for Automatic Wireless Backup".

I didn't see it in IT Policy nor on the Global PIM Sync tab (doesn't include the top options - just the bottom tabs).

doesn't look like it... global pim sync has nothing, nor in PIM Sync in it policy :(
