| The plans vary from carrier to carrier. Some are voice+data, some are data-only, with voice plans added seperately. Most offer pooling of voice and data as well, which can make it more cost effective if the company is paying for all users.
There is no right answer. UserA may need a plan with more voice minutes because they use the phone a lot. UserB may not use the phone much. As long as you have voice+data, the devices will work.
You could simply start with the entry level voice+data plan (ie - 1mb data + 200 minutes of voice). If this is sufficient, great. If not, you'll know after the first bill that these numbers have been exceeded, and you can knock it up.
