Default Possible to set IT Policy to not prompt user to "Allow Connections", etc?

I'm trying to deploy RSA secure ID and Bloomberg, however RSA prompts to let the application run as a server and Bloomberg prompts for 3 different firewall related connections.

Is there anyway to use an IT policy to automatically allow these connections? I thought "Allow external connections" would do it, but apparently not.

Any help would be appreciated! Thanks
